Dutch Minimum Wage 2027: €15.29 an Hour From 1 January, Youth Rates Up to 29% Higher. What Small Employers Pay and Must Do

TL;DR: What is the Dutch minimum wage in 2027?

The Dutch minimum wage for 2027 is €15.29 gross per hour for employees aged 21 and over from 1 January 2027, up from €14.99. Minister Hans Vijlbrief (Social Affairs and Employment) set it in a regulation published on 29 October 2026. Young workers get much more: a separate government decree lifts the youth percentages on the same day, so a 19-year-old's minimum rises from €8.99 to €11.47 an hour (+27.6%) and an 18-year-old's from €7.50 to €9.56. There is no compensation for employers, and the Labour Inspectorate can fine up to €10,000 per underpaid employee. Update payroll before your first 2027 pay run.
Searches for "minimumloon 2027" jumped 600% in the Netherlands on Thursday evening, hours after the ministry published the new figure. Here is what changes, what it costs a small shop, café or startup with young staff, and the five things to sort out before January.

What did the Dutch government announce on 29 October 2026?

Minister Vijlbrief signed the indexation regulation on 29 October and sent a letter to the Tweede Kamer the same day: "Per 1 januari 2027 zal het wettelijk minimumuurloon € 15,29 bedragen." The regulation will appear in the Staatscourant shortly, and it takes effect on 1 January 2027.
The rise follows a fixed formula in article 14 of the Minimum Wage Act (WML). The minimum wage moves with contract wages, so the ministry took half of the CPB's forecast for 2027 contract wage growth (half of 3.711%, or 1.856%) and added a 0.197-point catch-up for 2026. That gives 2.05%, which becomes +2.00% on the hourly rate after rounding. The government can only skip indexation in rare cases, and the regulation says that isn't the case now, with wages rising faster than prices and unemployment historically low.
The "referentiemaandloon" goes up to €2,385 a month. Since 1 January 2024 it no longer sets anyone's pay, because the Dutch minimum wage is an hourly rate for every hour worked. Benefits are still calculated from it.

How much do young employees earn from 1 January 2027?

This is the bigger change for small employers. A government decree of 9 September 2026 (Staatsblad 2026, 279) raises the youth minimum wage percentages from 1 January 2027, on top of the normal indexation. The government wants young people who live on their wage to make ends meet: about 155,000 young people work at or near the youth minimum, and some 9,000 of them work 32 hours or more, have left school and no longer live with their parents.

Two more details matter. The lower scale for bbl apprentices (MBO students who work under an employment contract) disappears, so they get the regular youth minimum from January. And the decree rejected a phased rise: the government says employers had enough notice, since the plan was public from April 2025.

What will the 2027 minimum wage cost a small employer?

The government's own estimate in the decree: retail feels it most, with staff costs for an average shop up roughly 2% to 5% in 2027, and shop prices 0.5% to 1.5% higher if owners pass it all on. There is no compensation. The low-income benefit for employers (LIV) ended on 1 January 2025, and the decree says earlier support such as the youth wage subsidy (jeugd-LIV) did too little to repeat.
Our worked examples, gross pay only, before holiday allowance and employer charges:
  • Full-time adult, 38 hours a week: €0.30 more per hour, so €11.40 a week and about €593 a year. The new weekly minimum is €581.02.
  • 19-year-old, 12 hours a week: €2.48 more per hour, so €29.76 a week and about €1,548 a year.
  • 18-year-old, 20 hours a week: €2.06 more per hour, so €41.20 a week and about €2,142 a year.
A café with four 18- and 19-year-olds on weekend shifts can face a bigger rise than a team of adult employees. If you are about to hire your first employee, run these numbers for each age before you set the rota.

How has the Dutch minimum wage moved since 2025?

The minimum wage is indexed twice a year, on 1 January and 1 July. The adult rate has gained €1.23 an hour, or 8.7%, in two years, according to Rijksoverheid's published amounts and the new regulation:
FromMinimum wage per hour, age 21+
1 January 2025€14.06
1 July 2025€14.40
1 January 2026€14.71
1 July 2026€14.99
1 January 2027€15.29
Over the full year, from January 2026 to January 2027, the adult rate rises 3.9%. Plan your 2027 budget with a second increase on 1 July 2027, which the ministry will announce in spring.

What happens if you pay below the minimum wage?

The Nederlandse Arbeidsinspectie enforces the rules. Its fine table sets standard amounts per employee:
  • Paying below the minimum wage: €500 to €10,000, depending on how long and by how much.
  • Missing or short holiday allowance: €250 to €2,000.
  • Not handing over requested records: €12,000.
  • Back pay not paid on time: a penalty of up to €500 a day, capped at €40,000 per employee.
Fines are halved when the employer is a natural person, such as a sole trader. The minimum wage must also be paid by bank transfer, never in cash, with expense payments listed separately on the payslip.

Does the minimum wage apply to freelancers?

The minimum wage covers employees. Genuine self-employed contractors (zzp'ers) set their own fees. A new rule changes that picture for low fees: from 31 December 2026, anyone who works for a business for pay of at most €36 an hour is presumed to be an employee, under a law published in June 2026. The €36 is indexed like the minimum wage, and trade press reports the first figure at €38. We covered the rest of the new freelancer test in our Dutch freelancer safe harbour explainer.
If you pay freelancers low hourly fees, review those contracts before the end of the year. Our guide to working with freelancers covers the basics, and the Budget 2027 guide for freelancers in the Netherlands and five other countries lists the tax changes.

What should small employers do before 1 January 2027?

  1. List every employee with date of birth and hours. Rates depend on age, and a birthday during the year moves someone to the next band.
  2. Update payroll for the first 2027 pay period. Every hour worked from 1 January must be paid at least the new rate for that person's age.
  3. Check your collective agreement (CAO). In a government sample of 139 CAOs, about 42% had their own youth scales, and a CAO can set pay above the legal minimum.
  4. Include bbl apprentices. They move from the old bbl scale to the regular youth minimum.
  5. Reprice for 2027. Work out what the higher wage bill does to each price you charge. Our guide to financial management for non-finance founders shows how to build that budget.
  6. Review low freelancer fees before the presumption of employment starts on 31 December.
